NOURISHING policy framework
Our policy framework outlines the areas where governments need to take act in to promote healthy diets and reduce obesity.
The NOURISHING policy framework is designed to support governments to promote healthy diets, and reduce obesity and non-communicable diseases (NCDs), such as cancer. It was developed in 2013.
The NOURISHING policy framework encompasses 3 key domains:
- Food environment
- Food system
- Behaviour change communication
These domains collectively influence dietary habits and health outcomes.
The framework includes 10 evidence-informed policy areas across these 3 domains. Effective policy responses to unhealthy eating require actions from all 10 areas, adapted to regional, national, or local contexts.

The NOURISHING framework was developed to:
- Provide a comprehensive overview of policies to promote healthier eating and prevent obesity and NCDs globally such as marketing restrictions and front of pack labelling.
- Offer policymakers flexible options tailored to their specific contexts and target populations.
- Establish a systematic method for reporting, categorising, and monitoring global policy actions, as used in the NOURISHING policy database.
What do others say about our database?
Working in the continuously evolving field of nutrition-related policies, we have found that the NOURISHING database from WCRF is a reliable, accurate, well-structured and very user-friendly repository of implemented nutrition and health policies. A great help to our work – thank you for all the efforts you have put into it!
The framework underpins a set of policy tools and resources to help collect, monitor, benchmark and assess national governments’ diet-related activity policy actions.
